1. Literal translation would be "american quarter of hour". Actually, in the past, it was the time during the ball when it was the girls asking the boys to dance, and it just lasted for 15 minutes. I didn't find any exact translation for this expression. As in the rest of the original lyrics, there's a play on words with lexical field of hours.
